The institution, like other black schools during these years, was less a college than a trade school. The goals for the institution set by the Mississippi legislature clearly emphasized training rather than education: Chapter XIX, Section 1. Be it enacted by the Legislature of the State of Mississippi, that the institution known as Alcorn University is hereby established as, and declared to be an agricultural college for the education of the Negro youth of the state and to be hereafter known as the Alcorn Agricultural and Mechanical College of the State of Mississippi.

On September 5, 1851, Chamberlain was stabbed and killed by a community resident as a result of a dispute over slavery. During the presidency of R. L. Stanton, several professors were added and at least seventy thousand dollars was expended in 1853-1854 for the construction of buildings and for the liquidation of accumulated debts. Stanton resigned as president, however, because all salaries other than the president's were dependent on monies from tuition, and he found it difficult to obtain and hold competent faculty members.

At the beginning, then, the financial elite clearly governed the state. With Mississippi a state rather than a territory, a new capital was established and named in honor of Andrew Jackson. Indians owned two-thirds of Mississippi's land in 1817, but white Mississippians believed that this land should be opened for white settlement. This became a major goal for the new state leaders. Pressure to have the Indians moved increased, with whites arguing that progress was being hindered, though in reality they simply coveted the land.
