Roles of stakeholders in the functions of China’s NSI In Tables 4–8, we explore the roles of different stakeholders in China‘s NSI to the extent that we are able to do so given our brief visit to the country. We use a series of tables (matrices) to map out the different functions of the NSI and demonstrate that this mode of analysis can be performed at different levels of generality (such as at the level of the whole system), for some subset of issues (such as financing issues), or for some subset of stakeholders (such as government institutions).
From experience in both industrialized and developing countries, the five most common needs of small- and medium-scale enterprises (of which there must be many in China) are the following: – Access to finance [and China has already a variety of schemes at the national, provincial, and municipal levels]; – Access to management training; – Access to market information and to markets; – Access to skills upgrading for employees affected by technological change in the workplace; and – Access to best-practice technology, with best practice defined in terms of the acquiring enterprise‘s capacity to absorb the technology in question.
